Mr Sercombe Smith to be Colonial treasurer, and Mr A.M. Thomson to be Post-master General.
With reference to paragraph 2 of your despatch I beg to strongly recommend Mr. J. G. F. Buckle, at present at home on leave of absence, for appointment to the vacant post of Assistant Colonial Secretary. He has already acted in that capacity from 6th March, 1895 to the 27th February, 1896, during which time he discharged the duties of the office to my complete satisfaction, proving himself to be a most painstaking and capable officer.
The salary of the post is $3,600 a year rising to $4,800 by biennial increments of $300. I would suggest that he be appointed from the 1st January 1897, and that the year during which he was acting may
